Public Policy Analysis: PA 680 Public Hearing Paper

Purpose

This assignment provides an opportunity to experience local and regional democracy and policy decisions in action onvarious policy issues by attending any public hearing/ board meeting on a specific policy or program of your interest.The purpose is to evaluate a real world example of how public policies are developed and how does the decision making and public input process interacts with each other. Using the policy or program of your choice, discuss how the policy development process relates to what we have discussed in class.

If you cannot attend these meetings in person, you can watch the recorded webcast as well to complete the assignment. Note: Items on the “consent agenda” will not be helpful since the items will not be discussed at the meeting.

 

Products

The paper should include the following:

  1. Name of the public entity, hearing date, title of agenda item and a summary of the issue/program.
  2. Hearing summary, what are the participants (any public comments?) Interaction among the players (ie decision makers, staff and representative from other city/county, the public and other groups etc.), responsiveness to staff or public concern, the final outcome (was it in line with staff recommendation?)
  3. Conclude with lesson learned and how the process/ issue/ program relate to what we are learning in class. Be specific and describe in details with examples.

 

Format

The papers should be no less than 5 pages (1000 words) submitted in 12pt, Times New Roman Font with double spaced paragraphs and 1 inch margins. (fail to follow the format will result in points taken off assignment)The papers need to include in text citations and a works cited page (work cited page is not included in the page limit) if needed.  Plagiarism, either intentional or unintentional will not be tolerated.  Any student suspected of plagiarizing their paper will be reported to the department and the university for academic dishonesty.

There will be two paper assignments during the course.  Refer to the course schedule for due dates.
