Hi,
You took your time to research on the topic, though very little content was focused on your program of choice. It is true that humans are dependent on each other for their biological, societal, physical and mental needs (Aust, 2016). In short, people depend on each other for survival and growth. However, there is a point that reaches in life, and the need for independence settles in.
Aging can prevent individuals from attaining the independence that they might want to actualize. The elderly might experience difficulties when it comes to issues like transportation, enhancing personal care, social interaction and accessing relevant medical care, among other things (Aust, 2016). This is why programs by the community and government to help the elderly people maintain their independence have become vital in society. You have given a good example of PACE, which helps the elderly remain in the community while being independent at the same time. The independence gained helps to reduce the burden that the aging population might bring to their loved ones.
